The Clinical Governance Framework

Governance has been defined as "A framework through which organisations are accountable for continuously improving the quality of their services and safeguarding high standards of care by creating an environment in which excellence in clinical care will flourish" (A First Class Service, Department of Health, 1998).   In essence, it is about having mechanisms to ensure that you create the best possible outcomes as viewed by the organisation and patients, and make best use of the available resources. 

Raphael Healthcare is committed to working to deliver high quality and evidence based services in the interests of patients and commissioners and proudly reflects this aim within our “Delivering Care without Compromise” philosophy.  The Board recognise the role of Clinical Governance as integral to the planning and delivery of services with the patient as the focus. 

Raphael Healthcare takes its clinical governance responsibilities seriously and works in partnership with staff to provide a safe working environment, good leadership, provision of staff development and a proactive manner in working to improve two-way communications.

Raphael Healthcare aims to embed clinical governance throughout the organisation through the implementation a robust clinical governance framework, which consists of a range of strategies aimed at achieving its clinical governance responsibilities.   These strategies are consistent with the seven Healthcare Standards domains, and the following are some examples:
  1. Clinical Safety & Risk: Systems which support the identification and learning from all patient safety and other reportable incidents, effective medicines management supported by regular audits; mandatory training programme for all staff which includes security and safety practices.
  2. Clinical & Cost Effectiveness:  Clinical interventions are underpinned by National Guidance and best practice; clinical staff participate in regular clinical supervision; robust workforce planning.
  3. Governance: Systematic risk assessment and risk management; robust personnel policies and procedures; principles of clinical governance underpin the work of clinical teams.
  4. Patient Focus: Patient involvement through Community Meetings and Patient Council; annual patient survey to gather patients’ views; implementation of the Care Programme Approach.
  5. Accessible & Responsive Care: Physical health care needs identified and met through local services; a range of psychological interventions based on assessed needs; a range of occupational and recreational activities.
  6. Care Environments & Amenities: Safe and secure environments are provided for patients, staff & visitors; care environments meet national minimum standards for Low Secure Services; environmental standards meet all aspects of health, safety and cleanliness.
  7. Public Health:  Strategies to reduce the risk of hospital acquired infections; a Health Promotion Strategy; Safety and security procedures implemented to support patient and public safety.
Raphael Healthcare is confident that with the involvement and support of staff, patients and other stakeholders, the Clinical Governance Framework will support the achievement of its aim to provide secure services within a modern and safe environment for all our patients and in ‘delivering care without compromise’.
